The Russian Ministry of Industry and Trade suggested temporarily limiting exports of the Russian birch

The Russian Ministry of Industry and Trade suggested temporarily limiting exports of the Russian birch in connection with the plywood raw material deficit on the domestic market. The respective draft decree was published on the Russian Federal Statutory and Regulatory Enactments Portal on October 27, 2016. 

According to the draft decree in question it is proposed to temporarily limit exports of "birch log whose diameter is equal to or surpasses 15 cm but is not superior to 24 cm, and whose length is equal to or supasses 1 m" and "birch logs whose diameter is greater than 24 cm, while their length is not inferior to 1 m".  

In the explanatory note it is emphasized that Russia has substantially increased birch veneer log exports while the respective imports are close to non-existent. At the same time, birch veneer log prices keep growing. Within this context the Russian plywood enterprises face a significant raw material deficit. 

It is also noted by the draft decree authors that it is compiled in full accordance with the regualtions of Eurasian Economic Union Treaty and the ones of other international treaties signed by the Russian Federation.
