The European Commission publishes further EUDR Guidelines but will they be obsolete soon?

The European Commission published on August 12th 2025 its new EUDR guidance document. The document provides additional guidance on a few important points. https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=OJ:C_202504524 

But substantial pressure is building up on the EU Commission to further simplify or delay EUDR.

On the one hand the US is piling up pressure to get exemption for its own exporters. A result of this is visible in the framework declaration between the EU and US published recently. "Recognising that production of the relevant commodities within the territory of the United States poses negligible risk to global deforestation, the European Union commits to work to address the concerns of US producers and exporters regarding the EU Deforestation Regulation, with a view to avoiding undue impact on US-EU trade."

On the other hand multiple EU countries at the council level and the European Parliament are pushing to delay again EUDR or simplify obligations for European producers. 

In parallel to this the European Commission is widely expected to bring to the table an environmental omnibus simplification package in the fall which could among other things sweep in the EUDR and freeze everything until further simplifications have been negotiated.
